A Dockside Setup

You are a GM. The party has just entered the docks. 

A man is meeting a woman at the base of a wooden jetty.

His pose is bold and he is dressed like a ministerial grandee, though he has no badge of office.

Men in street clothes watch him from a distance. One is in a window, a gun barrel just visible behind the sill. Two lean in an alley, arms crossed, each with a hand inside his coat. Another sits in a dockside cafe, a submachine gun ready in a gym bag beneath his table. 

The woman has just disembarked alone from a luxurious nine-winged flying boat. She wears a black broadcloath cloak and cowl over crimson robes hemmed in silver and an ermine wrap about the shoulders. A glint at the tip of her sleeve may be its hem, or a weapon.
